The present work is devoted to methodology of development of
development strategy of the subjects of Russian Federation. In work the concept
of socio-economic system of region develops on the basis of interpretation of a
principle of a necessary variety, with reference to regional socio economic
systems. In a basis of offered methodology of development of regional strategy
the concept of a problem lays. The occurrence of problems of socio-economic
development, contacts to deficiency adequate instruments of management. On the
basis of realization of a principle of a necessary variety, overcoming the
given deficiency is offered by creation clusters in regions.
