Tatarkin A.I. Latent Potential of Russian Cities: from Agglomerations to Program-Project Strategies of Territory Development. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.7-24.
   
The article is prepared on the base of a report at the General assembly of Public sciences department, RAS (26.03.2014). It is suggested to develop more actively available, but still untapped potential of Russian large cities – with million citizens, urban centers and other large cities by creating on their base agglomerations which are able to become innovation centers of regional development and interregional connecting. The institute of program-project development, tested on the examples of Yekaterinburg, 13-million citizens and some smaller cities becomes the second direction of involving latent and still underused potential of large and smaller cities of the Russian Federation. Strategic plans of socio-economic development of agglomerations are used as organization “clamp” between forming agglomeration and program-project development. The author used the methods of quality and effectiveness estimates of urban strategies of socio-economic development. The role of urban societies in the development, realization and assessment of strategic plans is showed in this article.

Perminov S.B. Global Trends and the Vulnerability of the Russian Economy: Problems and Methods of Analysis // Economics of contemporary Russia 2014. ¹2 (65) Ñ.25-33.
   
The paper represents an analysis of how global market fluctuations impact on the Russian stock market. The main attention is paid to a collective behavior of portfolio investors after the crisis of 2008 in comparison with the other BRIC countries. An understanding of this mechanism is important for enhancement of the investment attractiveness of Russia for foreign investors and for working out the state economic policy. Problems of monitoring of investor preferences and relationships with global markets, are studied as well.

Akaev A.A. Effect of Hydrocarbon Energy Resources on the Dynamics of the World Economic Development in the XXI Century. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.34-45.
   
In this paper we study the impact of fossil fuels (coal, oil and gas) on global growth. Moreover, we consider only the fundamental factors – the cost of production, depletion and substitution of fossil hydrocarbon energy resources. It was obtained approximate analytical formulas describing the rental fee and the cost of production and the degree of depletion in two stages: the first (1820–1950), when production costs were negligible in comparison with the rent, and the second – after 2000, when on the contrary, the costs of energy production prevail and converted into the category of limited exhaustible natural resources (ENR). On the base of Dubovsky production function, considering the influence of ENR, was obtained projections of the impact of hydrocarbon energy resources on world economic development in the XXI century. Also was calculated the dynamics of changes the value of hydrocarbon resources in GDP. It is shown that the share of expenditure on the hydrocarbon energy in GDP due to fundamental factors do not exceed the allowable 5% of GDP for the whole XXI century.

Ilyin V.A. Private Interests Constrain Budget Revenues. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.46-53.
   
The present-day state of affairs in Russia contributes to the increasing export of metallurgical corporations’ profits and the revenues of owners and chief executives. As a result, the share of revenue that regional budgets get from the corporations is decreasing in relative and absolute terms. The article presents the main results of a research carried out by the Institute of Socio-Economic Development of Territories of RAS; the purpose of the research was to study the influence exerted by the interests of the owners of the largest Russian metallurgical corporations on the economy and social sphere in the regions, where the main production facilities of these enterprises are located. The study covers the Vologda, Lipetsk and Chelyabinsk oblasts that have the largest iron-and-steel works, which produce almost 2/3 of Russia’s total output of steel and rolled metal. The research seeks to determine the dynamics of quantitative parameters of the corporations’ financial performance and their connection with the formation of consolidated budgets in the regions specializing in metallurgy, and their relationship with the federal budget. The research attaches considerable importance to the study of mechanisms, which help satisfy the increasing demands of the owners and which, at the same time, reduce the owners’ input in the socio-economic development of territories. The article in its conclusion provides some measures to solve the acute issues of territories’ development. These measures include the abandonment of the economic development model based on raw materials, which, under current conditions, leads to the accumulation of wealth in the hands of small elite groups; and the focus on the priority development of industries with progressive technology.

Shabalin A.O. Scîðå and a Structure of the Corporate Debt in Russia.  // Economics of contemporary Russia 2014. ¹2 (65) Ñ.54-65.
   
In 2010–2013 the Russian corporations’ debts have resumed rapid growth. When the current trends will save the corporation debt in 2016 exceed 100% of GDP. This article analyzes the threat to the economy arising from the increasing debt burden and suggests mitigation measures.

Denisov V.I. Priorities to Improve Agricultural Policy in Russia. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.66-76.
   
Some improvement of the economic situation in Russian agriculture during the last two-three years have not guarantee its conservation in the future. The article summarizes the results of the research of the author, who discovered the symptoms quite probable deterioration in development in the near future. Shows objective reasons years of lagging productivity of agricultural labour compared to other sectors, reinforcing dependency of the country, and the ways of its overcoming. Recommended previously unused now possible principles and forms of the state support of rural commodity producers. Their main difference from the existing practice of state protectionism of the agricultural sector is to strengthen the commitment of agricultural enterprises.

Ezrokh Yu.S. The Cost Approach to the Evaluation of Commercial Bank Competitiveness. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.77-91.
   
The article discusses the methodological framework for the assessment of competitiveness of Russian banks as part of the cost approach. Due to the fact that the active operations of credit institutions generate a basic income, the question of assessment of the cost of raising resources is an important element in assessing the competitiveness of the integrated bank. The author proposes and substantiates the algorithm of calculation procedures, the introduction of the correction values for the leveling of differences in the cost of funds raised at different times. On the basis of current data on the 50 largest banks made approbation calculations to assess the costs of funding, which is estimated on the basis of their competitiveness. Additionally compared the cost of resource generation by the large and small banks.

Zarnadze A.A. The Institutional Nature of the Coordination Economic Interests in the Enterprise Management. // Economics of contemporary Russia 2014. ¹2 (65) Ñ.92-102.
   
The article presents the methodological regulations aimed at establishing an effective system of business management as a subsystem of the economy. The content of the integrity of the systems on the example of measuring and improving the efficiency of enterprise management is proposed, taking into account the enterprises’ multifunctionality. The profit maximizing behavior of enterprises is criticized. It is shown that this principle dwarfs the principles of the production strategic development.
