The
procedure of the regulatory impact assessment (RIA) for nearly 30 years has
been actively used in the rulemaking process by OECD countries. It was kicked
off in Russia only in 2010 having been developed on the federal level. Since
2012 RIA has become progressively down to the regions. This paper raises issues
of RIA implementation in particular the specific subjects of RIA
institutionalization with the Russian features. Based on the findings of a
pilot experiment of RIA introduction in Moscow City Government recommendations
of RIA implementation at the regional level are suggested.
