Prospects for the development of alternative macroeconomic theory associated with the provisions that the dynamics of the economy going through the change generation of capital and that there is a problem of coordination between the different generations of capital. The circuit and the reproduction of capital analyzed. We consider the so-called shifting mode of reproduction. The mathematic model showed that a coordinated growth is possible if agreed social and economic interests between capital and labor, and if monetary policy stimulates this growth.

Review of problems, appearing under the application of companies’ key competencies concept, is presented in the paper. Internal and external distinctive features are outlined; approaches of different researchers are described.  Author’s approach to company’s key competencies identification which was testes on a number of domestic enterprises is shown.

Kossova T.V., Sheluntsova M.A. Evaluation of a Social Discount Rate: Social Opportunity Costs of Capital Approach. // Economics of contemporary Russia 2014. ¹1 (64) Ñ.37-47.
   
The paper continues our previous article «Social Discount Rate for Russia: methodology, appraisal, regional differences» published in 2012 in this journal (¹ 3 (58)). The present paper describes situations where a social opportunity cost of capital approach should be used for evaluation of a social discount rate. We consider international practice in applying this approach, regard methodology and make calculations for Russia. It is revealed that the approach is relevant when a social problem can be solved in both the public sector and the private sector. It is also helpful for evaluation of budget performance. The necessity of taking into account particular sectoral features of public investments is substantiated. The results of calculations and differences found are explained.

Trutneva E.A. Advertising Communication Channels’ Efficiency Evaluation. // Economics of contemporary Russia 2014. ¹1 (64) Ñ.87-102.
   
The approach of communication efficiency estimation in terms of business development indicators is presented. It includes dimension reduction method initially developed for interindustry interactions models (Ershov 2008). The article also contains pros and cons of other methods allowing regression estimation with many multicollinear explanatory variables and overview of Russian marketing data specific, which serves an information basis for communication efficiency evaluation. The approach is illustrated by an example of à fast moving consumer goods, which was promoted involving over 20 communication channels. Described approach allows obtaining all of these channels’ efficiency in terms of sales.

The paper presents an analysis of several phenomena connected with the reform of the Russian Academy of Sciences (RAS). The main strategical problem of that reform, reduced to its realization based on the «shock therapy» method, which implies a radical change of the management area of the scientific activity without taking into account the specific nature of development of the industry in question, is derived.

Kolegov V.V. Regulatory Impact Assessment: Regional Experience of Implementation. // Economics of contemporary Russia 2014. ¹1 (64) Ñ.111-121.
   
The procedure of the regulatory impact assessment (RIA) for nearly 30 years has been actively used in the rulemaking process by OECD countries. It was kicked off in Russia only in 2010 having been developed on the federal level. Since 2012 RIA has become progressively down to the regions. This paper raises issues of RIA implementation in particular the specific subjects of RIA institutionalization with the Russian features. Based on the findings of a pilot experiment of RIA introduction in Moscow City Government recommendations of RIA implementation at the regional level are suggested.
