    Published below the conception of Federal Law «On Industrial policy of the Russian Federation» was prepared by the author in January-February 2013 and approved at the meeting of the joint working group of the Expert Committee of the
State Duma of the Russian Federation for Industry and of the Committee for Industrial Development of Chamber of Commerce of Russian Federation February 12, 2013. Conception was developed by the request of the Chairman of the Committee
for Industrial Development and took into account the basic ideas of the draft law «On Industrial policy of the Russian Federation», formulated in 2012. The draft was prepared under the supervision of the Deputy Chairman of the State Duma of the
Russian Federation Industry P.S. Dorokhin and Chairman of the Russian Chamber of Commerce Industrial Development V.M. Platonov. The author expresses his gratitude to them, as well as R.M. Kachalov and P.M. Titov for useful perspective
discussions. The structure of the Concept, as opposed to traditional options such documents, includes a section «Theoretical basis of the bill», which contains a summary of the main theories of macro-, meso-, and microeconomic theories,
which formed the basis of the proposed document.
