The first part of the paper has shown that the decision on the privatization
should be considered within the context of the more general problem of finding
the rational ownership structure in the economy.
In the second part shows that state-owned enterprises perform some special
functions, especially important for developing and ðåñóðñîèçáûòî÷íûõ economies;
in particular, they can play the role of agents
of modernization, initiating large-scale projects in the framework of private-state
partnership. Introduced the concept of stationary structures of ownership.
Under the same circumstances, there is a lot of
stationary structures, the «volume» of this set is determined by the transformation
costs of privatization. This can be explained by the dependence of the way»
observed the ownership structures as institutions.
Proposed principles for the management of the ownership structure, which
is partially confirmed by the analysis of the Norwegian experience of the
management of public sector.
The reasons of the cyclical nature of the policy of privatization, nationalization.
Examines the reasons for the next mass privatization in Russia. Formulated
recommendations on increase of efficiency of management
of the Russian public sector.
