article central aspects of immemorial agrarian question, first of all
ownership
of land, conditions and public forms of its effective utilization are
considered. Plans and consequences of a modern agrarian reform to
Russia,
miscalculations and abusings in landed property and land tenure, ways
of their
overcoming are analyzed. The special attention is given to formation of
the
developed market turn of the earth, organization and legal questions of
formation
checked up by world experience civilization systems of ground
relations.
