V., Draskovic M. Neoliberal Myth about «Minimal» State. // Economics of

The
paper explains that the institute of civil society as an instrument of
the
people’s protection from the government doesn’t work universally. It’s
denied
by variety of national, corporate and informal groups («elites»), who
are
superior in wealth and power, and who are limiting the individuals.
Uncontrolled power centers abuse the institute of state regulation and,
paradoxically and ironically, preach and conduct marauding ideology of
neoliberalism
as an institutional monism. In the transition countries, through
neoliberalism,
it is reproduced the domination of politics over economy. It starts
from
hypotheses that the neoliberal myth about «mini» state was the interest
cover
by privileged individuals for their promotion and choice
implementation, which
reduced the choice of the vast majority of people, and therefore denied
their
(propagated) economic freedom, completion, private property and
entrepreneurship as a mass phenomenon.

The
paper explains the necessity of social discount rate use in the process
of
public sector investment projects appraisal. Methods for social
discount rate evaluation that have been developed by the present moment
are
considered. A
methodology and relevant calculations of social rate of time
preferences for
Russia are presented. It is substantiated that social discount rate
should be
evaluated not only for the country as a whole but also for particular
regions.
The results of calculations for all Russian regions are described, and
regional
differences are explained.

setups and long waves discussed. Recent distortion of long wave
mechanism was
investigated. Presented the analysis of long waves as an element of
multi-cyclical conjuncture. For clarification of author position about
the
necessity of qualitative and quantitative parts of long wave process
investigation, the conception of conjuncture map was offered.

Russian government approved a strategy of modernization. However, the
implementation of this strategy faces many problems, relating to the
status of
our country in the world. Entering into international unprofitable
relations,
Russia can be left without perspectives of economic development. The
globalization of the world market will increase the gap between the
center and
periphery countries of the world system. In addition the developed
civilizations will strive to implement the exploitation of the
peripheral
countries, receiving the world system rent from their natural resources
and
cheap labor.

In the
article it is shown that the development of the infrastructure of the
business
on the basis of modern networking information business technologies can
play an
important role in the stabilization of the economic development of the
country
and the prevention of crises. The requirements for an extensively
operating information-communication system to support functioning of
both the
international trade and logistics are formulated. From this point of
view the
information-analytical IT-system Top Level Network (TLN) is analyzed
and its
possible impact on the economics is explored. Key

A.M. Influence of Spatial Competition on Firm Location (on
Siberian Cities' Example). //

In the
article the influence of spatial competition on a b2c-firm location in
the
Siberian cities is estimated. It builds regression equations for the
dependence
of density of stores, pharmacies, and gasoline stations on the
population
density in a city of interest. It is found out that firms want to
locate far
from their competitors, but there is no dependence between the price
level and
firm density. This statement means that simple theoretical models of
spatial
competition are not adequate here, whereas more complicated models with
integrated market, firm differentiation, product differentiation,
Cournot
competition, etc. are more suitable.

The
article analyzes the problems of accumulation and use of the social
capital of
the organization in modern Russia. The author has analyzed the
main theoretical
and methodological approaches presented in the scientific literature,
the
prevailing views on the nature and structure of the social capital of
the
organization. Presented a conceptual scheme of the analysis, and also
hypotheses concerning the strategies and methods of accumulation and
use of social
capital of the organization. The empirical basis of the study of these
problems
were interviews with managers and owners of a number of domestic
enterprises.
The article reveals the factors and conditions affecting the different
strategies accumulation of social capital organizations.

internalization of
environmental damage costs. This doesn’t create motivation for
polluters to
change their behavior. Key regulation failures emphasized. The author
showed
that pollution charges in Russia can be conceded as Lock-in Effect.
