It is
considered some reasons of slowed-down innovative development of
Russia, such
as corruption, bureaucracy, management voluntarism.
All these factors form the
bad investment climate in the country. The distribution of the
budgetary funds,
tax policy and the degradation of social
sphere prevent the economy and social
state from modernization. In this context the estimation of the reserve
opportunities of further development
on the macro-level, as well as on the
micro-one, has a great significance.
