model of economic growth with three-factor production functions it is
shown
that economic growth rate in a resource-dependent
economy depends on the
distribution of income between «owners» of production factors – labour,
capital, and natural production resources.
Considering the constraints on
distribution of income superposed by a possible conflict in the social

and distribution of income.

paper deals the possibility of creating of a natural rate of
unemployment estimation
algorism based on revealing of statistic dependences
between the actual
unemployment rates and the number of engaged and discharged persons.
The
experimental calculations using the suggested
y the author algorism are
described. They gave some satisfactory results. It may us think that
further
investigation of such sort are advisable.

The author investigates the processes occurring in small business of
Russian regions in article. The author uses the method construction
of the
integrated indicators for research, allowing to construct generalising
estimation on the basis of group of indicators. On the basis of the
calculated
integrated indicators ranging of regions on scales of development of
small
business in regions and under the contribution of a
small-scale business to
regional economic development is made. The author considers influence
of
consequences of an economic crisis on
a regional small-scale business.

Innnovation System.

Usually,
the innovation and technology priorities control on strategy level is
carried
out in the state responsibility zone. In the paper the
alternative model is
proposed. According this model the responsibility of control of
innovation
technology priorities is allocated between the
state and business. In the
framework of the model the following problems are considered: the
division of
control areas in accordance with
features of responsibility zones; the choice
of key directions for business strategy responsibility; creation of
favorable
conditions in environment.
The investigation is based on applying the modified
system of critical technologies and using such a NIS tool
as technology platforms.
