Given
periods of Russian economic development since the end of the XIX to the
present. Analyzes the
changes that have taken place at this
historic range n the Russian society and
economy. Identified structural features of the Russian economy, as well
as such
destabilizing factors
operating in the Russian society, the past two decades, as
the stratification of the population, the decline in investment
activity,
increased the
degree of technological equipment accidents, etc. It is noted
that none of the imbalances inherited from the Stalinist regime
(hypertrophy of
the military-industrial complex and raw materials industries, the
deplorable
state of agriculture, etc.) has not only failed to overcome, but not
relaxed.

It is
shown that the Regional Agencies of Economic Development (RAD) can be
the most
important element of the system of managing the
growth at the stage of catching
up development. The main tasks of RAD are considered as: 1) areas of
interaction between the government,
business associations and society; 2) a
centre of institutional experimenting; 3) an information and consulting
centre;
4) a centre of regional
forecasting and planning; 5) a coordinator of
development institutions in the region. The problem of choosing the
rational
structure of managing
and financing RAD is discussed.

problem of forecasting social and economic processes in the Russian

considered. The
authors have
identified the leading factors that define the condition of social and

allows to predict
the changes in population life expectancy, using the discriminant
analysis, is
developed. The
developed functions can be used when implementing the
programs,
aimed at the regulation of the demographic situation.

In
the process of sciences’ specialization during XVIII – XX centuries the
attention to the link between the economy as a national
economy and the
population reproduction institution was lost. The result was a stable
depopulation of European developed countries.
Overcoming it is proposed
to be
performed by the transformation of the set of European socio-cultural
institutions. The category of
procreation capital, two-focus model of
individual and public health are proposed to be included in these
sciences as
tools for
overcoming the demographic crisis.

method of forecasting demographic processes, based on the results of

of the spectral structure of time series of indicators of

reproduction. Based on this method the forecast of population

Kabardino-Balkaria till 2030 is executed, «critical pain points» of its
own
demographic development are
defined and key actions to prevent
depopulation and
ensure demographic security in the region are proposed.

this paper the definition
of the stock market is specified. The
current state of the
Russian stock market and the place the stock
market takes in the
structure of
flows of using temporary free funds of business enterprises. The main
features
of financial investing at
the business enterprise are formulated. Using
an empirical analysis, the impact of the
stock indexes on the inflation processes in the US
economy and the
preliminary
conditions to correct the investment policy of business enterprises are
provided. A complex of
recommendations on organizing the activity
connected
with the realization of investment policy at business enterprises is
developed.

this article road transport externalities are considered. The necessity
and the
possibility of state regulation of this activity are shown.
The
experience of
the developed countries, which faced with negative consequences of mass
automobilization before us, is analyzed.
The results of
the survey of views of three expert
groups (specialists, drivers, ecologists) concerning choosing the most
preferable
variants of internalization of externalities of automobile
transportation in Moscow are presented.
