The
author considers the components of the institutional arrangement for
qualification system of the European Higher Education Area as bundles
of
benchmarks for the main stakeholders on the European, national and a
higher
education institution levels. From an institutional point of view
inconsistency
between Russian and EHEA qualification systems is revealed and methods
of overcoming
such inconsistency are proposed for the development of multi-level
higher
education institutional arrangements as a part of the EHEA. Bologna
Process
solutions and Russian reality are taken into account.
