    In article conceptual and applied aspects of Country reform 1861 are considered through a prism of its historical lessons and miscalculations in carrying out of modern agrarian transformations to Russia are stated. Value and necessity of the system approach to reforming are underlined, substantiations of its use with a view of prevention of occurring degradation of labour potential of village, radical improvement of an economic and social situation of peasantry and basic changes necessary for it are given to an agrarian policy spent now in the country.
