    State monetary emission is the only real source of huge investment funds required in the Russian economy. However, it must be guaranteed that as the result the new value would be created – sufficient to honor government obligations in the future. It can be achieved only by national planning. Large-scale state contracts shall compensate losses in export earnings and shift the main source of demand back to the core of the country. National economic policy must assume participation of international corporations in the government programs preconditioned their investment domestication or introduction of their local branches to the Russian stock market.
