depended traditionally on the farther acceleration of economic
development and
rates of the GDP growth both in the developed and developing countries.
The
Government of Russia holds on to same positions if to take into account
the
recently accepted documents by the ways out from financial crisis.
Really, the
index of the GDP rates is enough significant in the decision of the
accumulated
social-economic problems in the world, but is it possible in general to
depend
on this index because it is intermediate only? The more so this problem
depends
on decision of well-being problems of the people of the world that is
the real
final goal of social-economical development. Practically the
recommendations of
the summits include nothing about the imminent ecological catastrophe
and the
ways to fight with it. At the same time in the modern economical
literature
including the area of the ecological economics the questions of the
real rates
of the people’s well-being are placed in the significant dependence on
the
limitations of influence of economical growth and the GDP rates. This
article
is examined the problems of use of the alternative approaches to
modeling of
social-economical development that discussed actively in the foreign
scientific
literature.

model, GDP, foreign approach, ecological
development, «green» consensus.

POLICY AND ECONOMICAL PRACTICE
Belov A.V. The Regional Financial Policy
of the Russian Federation: Trade-off between Efficiency and Equity.
// Economics of
contemporary Russia 2009. ¹3
(46) Ñ.37-45.
The estimation of the
production function for the regions of the Russian
Federation over the period from 2000 to 2005 shows that the subnational
budget
outlays provide a substantial positive contribution to the formation of
gross
regional product. The paper suggests alternative ways to optimize the

trade-offs between boosting of total output and widening of territorial
income
gaps.

E.P. Environmentally Clean
Technologies in Overcoming the Economic Crisis: Model Analysis. // Economics of
contemporary Russia 2009. ¹3
(46) Ñ.46-54.
The principles of environmental
production on the base of innovations and
industrial processes investments and realization of clean technologies
are
formulated. This insures the replicability of renewable and
nonrenewable nature
resources and the minimization of waste emissions into environments. On
the
base of model analysis the possible environmental trajectories of the
long-term
production development are investigated and necessary conditions of
«going» on
these trajectories are formulated.
Keywords: clean
technologies, nature resources, environments, environmental
trajectories of the long-term production development.

Aircraft Industry). // Economics
of
contemporary Russia 2009. ¹3
(46) Ñ.55-64.

and
Resource Factors of Growth of Agricultural Production in Russia. // Economics of
contemporary Russia 2009. ¹3

preliminary results of research of the reasons of chronic lagging of
the Russian agriculture are shown in comparison with the advanced
industrial
countries, including, countries with the similar (to the Russian)
natural and
climate conditions. Besides the well-known reasons (absolutely

from the state, actual alienation of the workers from the land, basic

of
agro-production in Russia is revealed.

quantitatively evaluated using multi-parametric regression pricing

FOREIGN SCIENHISTS ABOUT RUSSIAN ECONOMY
Karhunen P., Kosonen R. Institutional,
Industry-Level and Firm-Level Determinants of Foreign Ownership
Strategies: Finnish
Investors’ Views of Strategic Sectors in Russia. // Economics of
contemporary Russia 2009. ¹3
(46) Ñ.122-127.
This
article advances the institutional
perspective of business strategy by showing how institutional,
industry-level
and firm-level factors affect foreign ownership strategies. This is
done by
empirically analyzing the ownership decisions of eight Finnish
companies
operating in Russia in
sectors, which can be
defined as strategic. Our results show that industry-level determinants
are
central in the ownership decision. Institutional constraints faced by
enterprises vary along strategic importance and value-creation logic of
the
industry, which in turn affects the perceived importance of local
assets as a
firm-level determinant.
Keywords:
institutions, strategies of owners, Russia.
