Dementiev V.E. Economic Bubbles in Long-Wave Dynamics: To Avoid or Dose Out. Part 2.  // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.1-7.

In the article the role of the financial capital in formation of long waves of economic development is presented. Various theoretical concepts of occurrence of financial bubbles are stated. Conditions of occurrence of such bubbles during separate phases of a long wave are defined. Among these conditions the role of financial innovations is allocated. Ambiguous influence of financial bubbles on structural shifts in manufacture is considered. It is shown, that for a growth phase of a long wave the dosed out approach to an economic bubble in the form of superfluous (in relation to a level of demand in a maturity phase) capacities is actual.

Agafonov V.F. Innovative Strategy of Regions Development. // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.8-20.

On the basis of the analysis of the social and economic development strategy of Russian regions developed by this time, and also on the basis of a private experience in working out of regional strategy, some important questions of formation and estimation of regional strategy, from the point of view of its innovation and in a context of the major aspects of the country regional policy formation are considered. The author position that it is impossible to contrast the raw and technological scenario of regional development. The major criterion of quality of regional strategy is its innovatively and competitiveness of region. Expectations and the basic risks of raw and technological components of regional strategy are considered.

Buzdalov I.N. Agriculture under the Pressure of Interbranch and Nacroeconomic Deformations. // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.21-28.

In the article structural and general social and economic deformations of mutual relations of agriculture with partners, intermediaries and the state are considered. The reasons, forms, quantity characteristics and dangerous consequences of deformations are investigated. Ways of overcoming on the basis of system realization of principles and mechanisms of a social market economy, realization of an active policy of agrarian protectionism are analyzed.

The paper considers advantages and lacks of the typical techniques for comparative assessment of socio-economic development of Russian regions. The author has suggested some new techniques for estimating inter-regional differentiation, eliminating the lacks of existing ones. In the paper it has also been presented summary obtained by approbation of the suggested methods.

 Kolegov V.V. Application of a Method of an Estimation of Regulating Influence in Decision-Making Processes at the State Level. // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.49-56.

The experience of developed and some developing countries tells us that a regulatory impact assessment (RIA) is considered to be one of the mechanisms which supports the process of governance and helps to find the ground for government intervention into market. In Russia RIA is in the initial stage of institualization. In this paper the potential of RIA is illustrated on the example of government support of complex-use development. Taking into account of revealed constraints the preferable variant of the regulation is government co-financing of such projects because benefits substantially exceeds the costs of such regulation.

Ryumina E.V. Why the Enterprises Do Not Want ad Can Not Protect Environment: the Quantitative Analysis. // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.57-66.

In article the all-round analysis of expenses for preservation of the environment is lead. The information, allowed to generate indicators of environment protection expenses counting upon a cost per unit of production for several branch of industry is collected. Environmental costs as the sum of environment protection expenses and damage from pollution are quantitatively determinated. The estimation of economic efficiency of the purification actions spent at the enterprises of each branch is given. It is investigated, as efficiency of industries will change at achievement of standard level of waste purification.

Yakovleva N.V. The Institutional Factors of the Innovative Development of Industrial Regions. // Economics of contemporary Russia 2009.  ¹3 (46) Ñ.67-75.

It is considered strategic and institutional problems of formation of regional innovative systems. The classification of such systems which is based on the G.B. Kleiner’s concept «new system theory» is resulted. It is noticed that the basic problem of functioning National innovation system (NIS) at the present stage is low efficiency of the mechanism of transfer of knowledge. This mechanism makes the interaction of two environments: the enterprise environment and the environment making knowledge. It is analyzed the experience cluster politicians of regions, in particular the Chelyabinsk area where the enterprises of machine-building branches dominate.

During the past decades the FDI flow has been constantly growing. Why have the investments to foreign countries become so profitable? What do FDI bring to recipient country and will they be effective? The article covers subjects of what the FDI are and what brought the investments to such a high level. The examples show the influence of FDI on local companies as well as on productivity, wages and poverty level in recipient countries.
