The paper analyzes the prospects for liberalizing
natural gas
market in Russia. Two-sector natural gas market has been considered
which
includes regulated sector where Gazprom is the only supplier, and a
free market
sector where, apart from Gazprom, independent suppliers also take part.
It is
shown that if the free market sector share is less than a certain
critical
level, the price of natural gas in the free market sector does not
exceed the
tariff in the regulated sector. The estimates of the free market sector
critical share are presented. The consequences of a complete
liberalization of
natural gas market, under Gazprom dominant position, are analyzed.
