    The article is focused on the problems of government S&T policy working out and implementation in context of the problems such as modernization of Russian economy and raising its competitiveness. The experience of leading foreign countries in government regulation of economy, S&T and industrial policies has been analyzed. The foreign experience of building mutually beneficial contract-based cooperation between the government and its partners has been examined as well. The authors dwell on the analysis of functioning of the U.S. Federal Contract System – as one of the main tools of socio-economic, S&T and industrial policies of the U.S. Federal Government. The authors also make suggestions concerning S&T priorities selection and usage contract-based cooperation between government and its partners as an effective tool of achievement S&T, socio-economic and industrial policies goals.
