The Theory
of Reform is a comparatively new branch of economic theory that studies
processes of purposeful change of economic institutions. In the paper,
we
outline corresponding problems, and present some of the most important
results
of the Theory of Reform. Sources of reform costs as well as typical
mistakes of
reform makers are discussed. We develop a general view on a reform as a
process
of construction of an institutional trajectory that satisfies a number
of
requirements. Different reform strategies are compared.
Multiform
cycles of USSR and Russian economics are investigated. Among them are
investment and structual, scarce and inflationary, long-term and
medium-term
cycles. Cycle of managing development conceptual model is designed and
advocated. Cycles are considered. The model is based on fundamental
medium-term
cycle processes of USSR economics. The
core of cycle processes in Russian transitional economics is revealed.
On this
base the methodical approach to the effective regualary strategy design
in
Rassian transition economics is suggested.

The article
is focused on the problems of government S&T policy working out and
implementation in context of the problems such as modernization of
Russian
economy and raising its competitiveness. The experience of leading
foreign
countries in government regulation of economy, S&T and industrial
policies
has been analyzed. The foreign experience of building mutually
beneficial
contract-based cooperation between the government and its partners has
been
examined as well. The authors dwell on the analysis of functioning of
the U.S.
Federal Contract System – as one of the main tools of socio-economic,
S&T
and industrial policies of the U.S. Federal Government. The authors
also make
suggestions concerning S&T priorities selection and usage
contract-based
cooperation between government and its partners as an effective tool of
achievement S&T, socio-economic and industrial policies goals.
The
efficiency of a strategy is defined, but what decision is more
preferable for
company's future development? The article tells about main principles
of
efficiency estimation of company's strategy, which was brought forward
by Saint
Petersburg State Polytechnical University. There are statistical
analysis
results of dependence between level of efficiency and different factors
which
define conditions of company's life. The article tells about the idea
of
probabilistic approach to choose company's future development option.
There are
also several recommendations concerning improvement of Russian
statistic data
for companies.
The problem
of planning development of the region with federal programs is
considered. The
author suggests the general equilibrium model of Republic of
Bashkortostan as
the instrument for account of various variants of investment
policy of federal center.
This
article considers the family budget as a basic index of its economics
activity.
The basic elements of incomes and expenses parts of family budget are
also
described in this article. On the basis of socio-economic analysis the
authors
elicited dependence between the level of income and the household's
management
efficiency, and also offered some ways for rise of financial recourses
management efficiency. The rise of efficiency attains through the
correct redistribution of financial
recourses among
the expenses items. The authors accentuate on experience of economic
competence
rise in the sphere of budget management and household management in the
whole
among the young people by the introduction of special courses of
studies in
higher educational institutions.
The article
outlines the main phases of the establishment and operation of Gosplan
that was
a central authority of strategic planning in the Soviet economy. The
author
examines related problems revival of the strategic planning of economic
and
social development in today Russia.
