Kimelman S.A. Up-Stream Industry Development: from the Soviet Epoch and Through The Period of Ttransition Economy.
    The essay is devoted to the role of petroleum endowment in Russian economy. It is stated that the discovery of the unique oil and gas deposits of Western Siberia in 1960-1970 has determined the way of economic development of Soviet Union and turned the country into export-oriented profile. The most important factors and peculiar conditions of the up-stream industry development have been identified and discussed in the paper. Special consideration has been given to the terms of economic rent formation on petroleum deposits and its following taking out by means of the state taxation system. The analysis of a current up-stream taxation system and its influence on The State Stability Fund has been provided.
