Kimelman S.A. About the Effective Entrails Application System.
The bill «About
entrails» from a position of necessity of creation of normative base
for
increase of economic efficiency of extracting sector of economy of
Russia is
analyzed presented in the State Duma of the Russian Federation. It is
shown,
that the present concept of new edition of the law «About entrails»
does not
consider institutional relation at the entrails application problem, is
directed on the further privatization of entrails – in particular,
transfer to
a private property of the extracted minerals, that actually means
private
assignment of the mountain rent. It is drawn a conclusion, that the
presented
edition of the law should be completely advanced; directions of such
processing
are shown.
