Zatsman I.M. Legal Framework for Creation of Monitoring and Performance Evaluating Systems in Science: Law-Term Analysis.
    In May 2004 the decision of the Government of the Russian Federation about transition to new model of budgeting which provides introduction of intermediate term financial planning was decided. The new model assumes a performance evaluation of results formulated in public R&D Programs at a stage of their planning. Similar decision and their realization, as a rule, were accompanied by scientific and organizational actions. In the paper, legal and term framework for scientific and organizational actions, accompanying transition to new model of budgeting is considered using a creation problem of monitoring and performance evaluating systems in science.
