D.S., Kimelman S.A., Pitelin A.K. Transition to Rent Oriented
Economy as the Basis for Progressive Movement of Russia and Growth of
Well-Being of Its People.
The article is focused on the necessity of gradual
transition to socially oriented rent based people's economy of Russia
with a weighty share of rent payments generated from the use of natural
resources potential of the country being concentrated in the system of
public finance. Set out and characterized are mutually related
mechanisms of state regulation of the use of natural resources. An
attempt is being made to classify the rent to be obtained by kind, type
and form. Methodological and practical approaches to absolute and
differential rent calculation in mining are described as well as
exclusive price rent. The relationship of differential rent versus
daily well productivity in oil production is shown.

B.A. Ownership Institution Development under Globalization.
The article is devoted to the problem of ownership
institution development in a world characterized by a tendency to
eliminating the difference in economic institutions: less developed
countries incline to importing (transplanting) institutions from more
developed ones. The ownership institution and globalization are
considered on three levels - institutional, transactional and economic.
Problems of enterprises and governments relevant to ownership
institution are analyzed. Globalization is interpreted as contractual
process between countries - importers and exporters of institutions.
The approach proposed allows on a simple contractual scheme to show and
discuss the different variants of ownership institution development in
Russia.

A.P., Korobovich G.Yu. Strategy Forming Problems from the Point
of Transaction Costs Theory.
The article examines principles of choice of the
preferred strategy forming from the point of transaction costs theory.
Conceptual model of transaction costs (concerning strategy) connects
the structure of costs on the strategy outlay with the principles of
institutions' design, that configures the strategic company management.
Transaction costs structure originated from different schools of
strategy forming recommendations had been analyzed. Transaction costs
quantitative assessment problems are stated. Categories of transaction
costs characterizing basic channels of information for costs estimation
are given.

the State and Citizens of Russia.
In clause approaches to definition and use of the
natural rent are considered. The integrated calculations of the rent of
an oil-and-gas complex are resulted, the scheme of distribution of the
rent in interests of the state and citizens of Russia is offered.

F.N. Conditions and Ways of Doubling GDP of Russia.
The article proves possible the task of doubling
Gross Domestic Product (GDP) of Russia during next 10 years: it demands
a radical change in social-economic policy of Russia. The essence of
the new policy is a transition to a «ruled development» strategy. The
general characteristics of such strategy are given. The author
considers the main directions of changing social-economic policy,
necessary to reach this target.

One can find the definition of military potential of
the state, justification of its leading role in the maintenance of
national security. The analysis of the Russian military potential in
comparison with the military potential of the economic developed states
is given; the major factors and priority directions of its development,
financial and economic parameters are specified.

an Allowance for Advertising Influence.
Actual problems of modeling advertising costs
optimization are considered. On the basis of econometric research
demand changes dependencies on advertising costs are obtained. The
model of firm's optimal behavior in the market is built. The criterion
of optimization is maximum profit.

A.S. Method of Increase of Management Efficiency by Oil and Gas
Extraction Associations.
The approach aimed at increase of management
efficiency by oil and gas extraction association (NGDO) is presented.
Two contours of management are allocated: macroeconomic, responsible
for optimization of a price, industrial and investment policy at the
aggregated level (branch and regional), and microeconomic, responsible
for optimization of organizational-functional structure NGDO. The first
contour is realized with use of the computable models of the general
economic balance developed by the author (CGE) and the integrated
matrixes of financial streams (SAM). The second contour is realized
with the help of the approach based on imitating modeling of
business-processes of the enterprise (SBP). The fragment of the
analysis of alternative variants of the organizational-functional
structure NGDO, executed by the author for really working NGDO with the
help of the SBP-approach is submitted. As a result of research strategy
ekonomizatsii business-processes in NGDO has been planned.

Within 5 years P.A. Stolypin carried out the successful reforms
directed on industrial development at a support on family farmer and
large cultural privately owned facilities. For the first time in
thousand-year history of Russia the country had the head, capable to
deduce her in world leaders of social and economic development without
victims on the part of workers and without revolutionary destruction of
spiritual and family sources of a great civilization.
