Anisimov A.N., Andrushkevitsh O.A., Denisova I.M. System Specification of Weak Market Economy and the Ways of Raising its Efficiency.
    The article shows the system differences between strong and weak economies. It analyzes the system of primary and secondary factors resulting in the effect of weakness for market economy. The authors focus on the problem of market risks and deviations from liberalization optimum as factors of weakness. The advantages and shortcomings of different strategies of transformation from a weak market economy into a strong one are studied.

Yavlinsky G.A. Long-Term Strategy of Modernization of Country and Economic Policy.
    On the basis of the analysis of a socio economic situation of Russia the overall objective of development of the Russian economy and society as a whole is formulated, and also practical tasks, following from it, and basic features of new economic model, the transition to which becomes for our country more and more urgent. The basic rules of strategy of economic transformations in Russia and possible way of movement to new socio economic model, including the necessary, new approaches to policy of the state are considered concerning base institutes of economy, enterprises as subjects of managing and basic macroeconomic parameters reflecting and determining environment, in which the Russian enterprises work and develop.

Zavelsky M.G. Economic Progress and Black Economy.
The article analyzes the influence of black economy on economic development in the context of its market and evolutionary theories. It reveals their weaknesses from this point of view, shows the social function of this economy as historically regular phenomena, presents the objective mechanisms of the function realization and its impact on currency circulation. Suitable economic and mathematical models are offered.

Zelyak E.F., Boldyreva A.M. Indicators of Social-Economic Development of Russia's regions: Assessment of Significance.
    The article considers the assessment of social-economic development of Russian regions. The authors examine the statistic methods and the data of The State Committee of Statistics and suggest how to assess the level of regional development more objectively and distribute state financial assets more correctly.

Maiburov I.A. The Contribution of Human Capital into Russian Economic Development.
    The article shows the evolution of «human capital» category and the characteristics of self-increasing value of the formation part of this kind of capital. The ways of measuring the human capital contribution into economic growth are analyzed. An equation of Inner Gross Output accretion is deduced. The contribution of Russian Inner Gross Output Sources is evaluated within the period of 1999–2001. The contribution of different educational systems into economic growth is presented. It is inferred that the reserves for economic growth, mainly scientific-technological and formation factors, are not sufficiently used.

Eroshin A.A. Economic Simulation for Long-Term Competitive Equilibrium: Micro-and Macroeconomic Problems.
    The model of economic for long-term competitive equilibrium is based on the theory of general equilibrium and on some elements of input-output analysis, labor theory of value and quantity theory of money. The mathematical analysis of the model parameters leads to the conclusions that are of interest for micro- and macroeconomic problems such as the interrelation of labor value and of relative goods prices, the influence of intertemporal consumer choice on the functional distribution of national income, the correlation of increases in output and in money supply with reference to conditions of equilibrium economy, the relationship between endogenous discount rate and exogenous economic growth and some others.

Inshakov O.V., Tarakanov V.V. Economic Activity of State Institute of Higher Education in the Contemporary Economical-Lawful Space of Russia.
    The article observes the taxation of off-budget incomes of the higher educational institutions in the economic and legal realities of Russia. It reveals a number of inconsistencies in civil, budget and educational legislations. These inconsistencies may be resolved through a mechanism that would convert the off-budget income into special «development budgets» of the educational institutions by means of rationalization of income sources and channel development, taxation and refinancing methods.

Akhrorova A.D., Amindjanov R.M., Doronkin K.A. Power Engineering and Problems of Steady Development of Tajikistan.
    The industry of Tajikistan suffered tangible losses after the former republics of the Soviet Union started their independent development. To reconstruct the country's industry is mainly to develop its power engineering. The article evaluates the energy resources of Tajikistan and works out the practical ways of their development.

Zobova L.L. The History of Law of Market Areas as an Example of International Multiple Discoveries.
    Scientific interest in the ethnic origins of location theory and spatial analysis has increased over the past 20 years. The well-known contributions of H. Thunen are considered by M. Blaug as the lynchpin of German monopoly of the subject, but the early history of this area of economic analysis was far more international than Bkaug's treatment leads us to believe. It is well-known that the economic law of market areas was first discovered by Launhardt (1882) in Europe and independently worked out by Fetter (1924) in the United States. The article shows that the law of market areas was introduced by K. Rau in 1841.
