Golichenko O.G. The Monetary Theory: Basic Ideas, Problems
and Tendencies in Development.
Development of monetary theory, from the works of
classical and neoclassical schools, Cambridge theorists, Wicksell, Keynes,
Hicks, Friedman to those of the modern contributors. Two fundamental properties
of money are considered: to have the immediate and postponed use. These
performances are analyzed in the context of motivation models of economic
agents' behavior at shaping their transactions money demand and demand
for money as an economic asset. The author evaluates the possibility of
integration of the given models within the framework of the assets portfolio
theory. The special attention is given classical dichotomy – to an opportunity
of division monetary and real economy.
Astakhov A.S. The Concept and the Principles of Environmental
Safety.
The problem of environmental safety of social development
attracts growing attention of Russian scientists. However, the general
scientific concept and clear methodology have yet to be elaborated for
real solution of this urgent problem. The author's concept and the principles
of environmental safety are based on his general paradigm of human-and-environment
interactions. Some internal and outer links inherited to their mechanism
are analyzed with special attention to problems at the meeting points of
interacting powers. Economic and moral aspects are examined within the
problem of risks. Methods for multi-criteria evaluation of safety-increasing
measures are discussed. Possibilities to create unified and compatible
formulation of the ecological-and-social safety task are considered.
Toksanbaeva M.S. «Two Russias»: Socio-economic Inequality
across the Types of Urban Localities.
Russian market usually viewed as consolidated is,
in fact, territorially fragmented. The standards of living on these fragments
are very different. There are numerous cases of social inequality and infringement
of basic human rights. The paper focuses on territorial aspect of the inequality,
referring to a big and a small town as an example. This inequality which
tends to grow, is undermining the basic principles of market development.
It is impossible to eliminated it by means of social policy only. Therefore,
a change in economic policy is needed.
Belkin V.N., Belkina N.A. Motives and Stimuli of Labor.
The article offers original interpretation of concepts
«stimulus of labor» and «motive of labor». «Motive of labor» is an inner
reason for a human being to work. «Stimulus of labor» is an external reason
to work. «Motives of labor» occur on the side of a person, in the consciousness
of a worker. «Stimuli of labor» occur on the side of an organization, in
the list of goods exchanged for labor. In any organization interact two
separate systems: a set of personnel's motives of labor and a set of organization's
stimuli of labor. The article asserts that the deciding sphere of relations
between organization and its personnel is the sphere of interaction of
both systems.
Naymushin V.G. Development of Corporate Sector in Russia:
Problems and Prospects.
The corporative aspects of market reforms in conditions
of transforming economics are under consideration. The features of occurrence,
formation and development of corporate property are investigated. Special
attention is paid to analysis of market architectonics of corporate form
of property and management as well as to utilization of effective mechanisms
of realization of corporate potentials.
Rukina I.M. On the Role of the Region in Common Economic Space.
The article deals with the role of the region in the system of interregional
economic links under the conditions of market economy and the increase
of the Russian Federation regions` independence. The regions are grouped
in accordance with industry specialization and the level of unemployment.
The classification of the Russian Federation territories are made with
the reference to the factors determining the condition and type of functioning
of production process in the regions. The author identifies six types of
the regions, briefly characterizing them as territories with developed
industry, territories with dominating car making factories, territories
with dominating mining industry, agricultural territories, stagnating regions,
crisis regions and turbulent regions.
Nedosekin A.O. SWOT Analysis of Pension Capital Investment
Process.
The article gives a classical SWOT analysis of pension capital investment
process (named Project) in Russia. Strengths of the Project result from
national fund market experience (during the «post-perestroika» period),
whereas its weaknesses lie in Russian fund market underdevelopment (small
cap, disproportions).Its successful implementation can lead to local fund
market integration into global fund market, IPO system development . However,
Project realization might be in jeopardy because of the USA recession and
its attempts to export the recession abroad, into developing markets (e.g.
into Russia).

the Use of Linguistic Approach.
The multiattribute risk estimate problem of investment
projects and the problem of its ranking by risk level are considered. The
linguistic approach for solving the problem is suggested.
Zhuravleva G.P., Lvov D.S., Petrakov N.Y. A Proper Textbook
in Economic Theory for Higher School.
The article focuses on the modernization in teaching
Economic Theory. A new concept of economic education should be based on
new textbooks and study guides aimed at encouraging the creativity and
learning activity of students. It is argued that Economic Theory should
be distinguished from Economics. Economic Theory is a synthetical science
and a study discipline which includes classical political economy, neoclassical
synthesis (neoclassical and Keynesian theories), economics of transformation
(postindustrial economics, economics of transition, global economy, periphery
countries economy). Economic Theory develops on the basis of the interdisciplinary
relations involving sociology, law, psychology, ecology, etc. This attributes
to a better understanding of and a deeper insight into the nature of economic
activity. The authors present a new design for course in Economic Theory.

The basic rules of the legislative and normative
acts regulating economic activity of state educational establishments,
and application of these norms in practice are analyzed.
Platonova N.A., Khotinskaia G.I. To Problem of Budget Management
Improvement in State Higher Education Establishments.
Modern higher education establishments are large
economic entities which need effective management. Accumulated financial
flows, high level of payments obligations in terms of chronic deficit of
budget financing (for state higher education establishments) cause the
problem of finance management. One of the most important problems in income
generating is the calculation of one student studying cost, its normal
base (the low level), or social standard in higher school system, and the
limit of proportion of students studying on commercial or state base. On
the basis of the norms rates applied in higher education as well as being
worked out by the authors, the estimates are made and the results are shown.
