Human capital measures human’s ability to exceed income. Any activity
which broadens this ability is known as an investment in human capital.
Capital may be invested by a worker, his parents, sponsors, an enterprise
where the man works, the government. The main investing spheres are medicine
and education. Nowadays little attention is paid to local aspects of the
problem. The aim of the local government is to create an appropriate regional
institutional environment and to promote a flow of private investments
into various branches of economy.
