Inshakov O.V. «Development Nucleus» in the Light of the New
Factors of Production Theory.
Globalization of the world economy has confronted the economic science
with the problem of determining the evolution nucleus of different level
economic systems and marking out basic endogenous factors of public production.
Derived from the author's approach to determining resource and factor potential,
a new «development nucleus» of economic systems allows to form more adequate
theoretical models of their evolution. The «nucleus» includes groups of
factors, according to which any economic system may be differentiated as
detached and integrated into supersystem or environment due to the ties
between its «external wrappings». Mathematical formalizations and graphic
interpretations of this idea are shown as well.

The paper considers the formation of the institutional system of national
economy. The particularities of some system-forming formal institutions
for two economic orders, central planning and socially oriented market
economy, are compared .The regularities of systems are interpreted regarding
the formation of institutional environment of national economy. The paths
of historical development of some institutions in Russia and countries
of Western Europe are investigated. The influence of informal institutions
on the duration of the transition period to a new economic order is discussed.

space-continued economic systems, which includes the gradient-divergent

Prospects.
The article describes the nature of competitive wholesale power market.
As the problem of launching the power market in Russia has long been
under discussion, the author makes comprehensive analysis of the existing
opportunities as well as the administrative and economic preconditions
for its creating, taking into account its social and economic importance.
Special attention is given to the analysis of the future market members'
structure. The guidelines and principles of establishing wholesale generating
companies are examined, since in the initial stage of power sector reform
in Russia they are likely to be the main subjects of competitive power
market.
Zalivtcheva O.V. Small Business in the Food Sphere: Role, Peculiarities
and Factors of Competitiveness.
The article presents the results of development of small enterprises
in the process in the food sector of Russia's economy and defines the lines
of its state support. The author concludes that the establishment of small
enterprises is stipulated by objective preconditions and connected with
the peculiarities of the food sphere. The main types of strategies conducted
by consumers' co-operative societies as small diversified enterprises,
are revealed. The factors of the competitiveness in the food market are
examined.

development of the EU countries and shows the role of integration factor
in formation of modern dynamics of territorial distinctions within the
framework of the European Union.
Kuzmin S.A. On Reforming the Institutional Structures in Russia.
The present institutional structures in Russia have not yet adequately
developed. There are no sufficient provisions for regulating the rules
of behavior of economic agents in the interests of the society as well
as the relations among them, nor are the social rights of population guaranteed
in full measure. In addition, public institutions have no reeve rights
to participate in making important national-wide decisions. The author
considers such important issues as the present state and the future of
the institutional structure in Russia.
Agafonov V. A., Dementyeva E. V. Construction Industry as
a Moscow Region's Growth Point: Major Issues and Possible Solutions.
The paper analyses the construction industry as a Moscow region growth
point, reveals the major problems of its functioning and suggests possible
solutions by means of government regulation. The most important is the
problem of financing deficit, with its consequences being, first, inconsistency
of realty market's supply and demand structure, and second, the realty
quality problem. Several regulation approaches are proposed and among them
are zero and non-zero percent financing and giving preferences on local
budgets.
Amosov A.I. Evolution of State and Economy: Peculiarities
of the Russian Way.
The axiom of the unity of mankind does not contradict the statement
that there are various types of state and economy in large countries including
Russia as well as particular routes of evolution. There is no unified «ideal»
pattern of social relations. The article considers how the state's type
in Russia depends on the structure of Russian economy. Also, the issues
of development of new Russian ideology are examined.
Shabunin I.P. Overview of Agricultural Development in Russia
and its Prospects.
The article deals with the memoirs of Ivan Petrovich Shabunin. All
his life has been connected with Volgograd region. In 1958 he graduated
from the Agriculture Institute and with time became a noted administrator,
First Deputy-head of Oblispolkom, supervising the region agriculture. In
1990 he was appointed Chairman of Oblispolkom and then Head of Administration
of Volgograd region. This post he occupied till 1996. In the period from
1990 to 1993 he was a deputy of the Supreme Soviet of Russian Federation,
from 1993 to 1996 a member of the Federation Council of the Parliament.
In the period from 1997 to 2000 he worked as First Deputy of the Executive
Secretary of CIS. Since 2000 Ivan Petrovich has been at the head of a public
fund «Gubernia».
Shabunin's wide practical experience and his outstanding personality
have made his memoirs an invaluable evidence of the history of economic
development in Russia. Of great interest are his view on the prospects
of agriculture development in Volgograd region.
