In economically advanced countries, of vital importance
is development of small and medium enterprises (SME), as a major economy's
sector which employs more than a half of working population and produces
a large part of GDP. Various programs of state support and the system of
assessment of their efficiency are developed and realized.
So far in the Russian economy there have prevailed the tendencies of
planned economy based on quantity production. The Russian small business
faces a great deal of problems. The growth of quantity of the small enterprises
practically has stopped, accordingly, the contribution of small business
in Russian GDP (about 7%) is small. To overcome these tendencies an effective
system of state SME support should be devised. Although the volumes and
efficiency of enterprises support in Russia are very small, the ways of
assessment of efficiency of the support programs are developed and applied.
The article appraises the assessment of efficiency of the SME support programs
in the West and in Russia.
