L'vov D.S. What is further? (Speculation about perspective problems of economics and economical science).
The current socio-economic problems of Russia are considered, such positive preconditions of economic revival of the country as the level of education of a nation, resource potential, unique geopolitical situation of the country etc. Among primary factors constraining growth are analyzed an inefficiency of the usual economic mechanism and backwardness of institutes of the property. The contours of perspective state economic policy connected to complementary development basic export-oriented sectors energy-raw and military-industrial, and also with modernization of domestic mechanical engineering are planned on the basis of technological updating of manufacture. The basic concepts of national property as bases of perspective strategy of sustainable economic development are considered.

The article characterizes the conditions that allow transition economy to develop the properties of market economy and identifies some types of new market economies. The authors state the essential difference between new and developed market economies and show the incompatibility of their optimization conditions. The conditions of the optimization of the Russian market economy are examined.

The science, technology and innovation policies realization guidelines are examined and analysed: the State sector research and development (R&D) (finance volume and structure improvements, infrastructure development); main public R&D and innovation support instruments in private sector (tax conditions, direct funding of R&D and innovations in private sector); State priorities of R&D and innovations support (priority branches of industry and technological sectors, SMEs support programmes), innovation institutions co-operation and networking (regional and local innovation systems), science and technology personnel (researchers and engineers training programmes); international co-operation.

Toreyev V., Voronovskaya О. The Efficiency of Small Business Support Programs.
In economically advanced countries, of vital importance is development of small and medium enterprises (SME), as a major economy's sector which employs more than a half of working population and produces a large part of GDP. Various programs of state support and the system of assessment of their efficiency are developed and realized.
So far in the Russian economy there have prevailed the tendencies of planned economy based on quantity production. The Russian small business faces a great deal of problems. The growth of quantity of the small enterprises practically has stopped, accordingly, the contribution of small business in Russian GDP (about 7%) is small. To overcome these tendencies an effective system of state SME support should be devised. Although the volumes and efficiency of enterprises support in Russia are very small, the ways of assessment of efficiency of the support programs are developed and applied. The article appraises the assessment of efficiency of the SME support programs in the West and in Russia.

Katrenko V.S. Socio-economic Precondition and Perculiarities of Power Sector Reforming.
The article is dedicated to the description of the competitive relations taking shape in electric power engineering in Russia in the regional and industrial branch aspects. Main problems of the study are: economic substantiation of the necessary inculcation and development of the competitive market in the branch of industry and opportunity to provide economic and social efficiency in electric power engineering on the basis of market reforms and competition by means of regulation actions in redistribution of the electric power from energy abundant to energy deficient regions.

Pismennaya A.B. Choosing Optimal Firm's Structure in the Agrarian Sphere.
The authors have made a quantitative analysis of influence of the organization structure on the process of adapting a firm to innovations. There has been analyzed the impact of the limited reaction time in separate chains of a firm on the process of adaptation. The time necessary for full adaptation of a firm's activity to the changed external conditions with different types of organizational structures (plane, network, hierarchical and cluster) has been accounted. The paper contains the suggestions on the optimization of the structure of a firm.

Zelberg S.I. Internal Economy of an Enterprise (using ALROSA Co. Ltd. as an Example).
The article describes the experience of reforming internal economy at ALROSA Co. Ltd. According to the comparative analysis of various models of organizing internal relations, several possibilities of using such models for large industrial complex with close internal cooperation are discussed. Main features of developed and applied economic mechanism of are also described.
