Dimentions of Fulfilling System Functions of Economy.
General pattern of institutional analysis of economic
system functions is discussed in terms of structural-functional approach
to studies of social processes. A variant matrix of system functions fulfillment
in Russian economy is proposed and analysed. Qualitative estimates of its
systematic contributions to society functioning as well as of the state
of Russian economic institutions and the ways of their improvement are
presented.
D.S. L’vov. National Dividend Concept is a Global Model of
the XX Century.
For the latest decades, the problem of biosphere
condition and development has become increasingly critical. It is not only
the question of environment but also of a system which would direct the
use of life-support resources of mankind to maintain global equilibrium
between the Society and the Nature. However, there has been little progress
on the way of creating such a system. One of the main reasons is a liberal
economic doctrine named the “Washington Consensus” which is adopted in
a number of countries. Its narrow-mindedness and deficiency are in the
absence of interrelation of economic development with its determining,
initial components, namely, the Man and the Natural Environment.
The author and his colleagues from the RAS Central Economics and Mathematics
Institute are actively developing, as an alternative to this doctrine,
a concept of socioeconomic development known as the national dividend concept.
According to it, all natural resources and environment belong to the nation
as a whole, therefore, they can and must be social property.
Polterovich V.M. Transplantation of Economic Institutions.
The article is devoted to the problem of transplantation
of institutions from an economic system to less developed one. The goal
of transplantation is the acceleration of institutional development. However
a danger of rejection or dysfunction of the transplanted institutions arises.
The problem of choice of a transplantate is discussed, strategies and technologies
of transplantation are described. The role of the state in the transplantation
process is analyzed as well. It is suggested a classification of dysfunctions
that arise under institutional transformations. The concepts developed
are applied to the analysis of the reforming processes in Russia.
Gradov A. P. Economic Security of the Country and Investment
Policy Priorities.
Problems of national health as a factor determining
economic security of the country are considered. The results of calculating
losses in the gross domestic product caused by most widely spread illnesses
are presented. Principles of selecting priorities in investment policy
in social sphere are described.
Mannapov R.G. Development of State Regulation System of Reform
Processes of Enterprises in the Region.
Scientific and systematic basis for vast reforming
of enterprises within the region is considered. The paper discusses the
experience of the Bashkortostan Republic in systematic approach to state
regulation of the process of mass reforming of different industrial enterprises
as wellas different forms of ownership.
Tatarkin A. I. Priorities of Socioeconomic Development of
the Ural Federal Region.
Geopolitical, economical and social prerequisites
for formation of the Ural Federal Region, its resource and production possibilities
in the context of the region of a new socioeconomic format are analyzed.
The paper testifies the priorities of socioeconomic development as well
as organizational and economic technologies of the current transformations
which are the pivot of the Conception of socioeconomic development of the
Ural Federal Region for the period up to the year 2010. A new socially
oriented paradigm of regional economic policy is built into the Conception
being worked out by the Institute of Economics Ural Branch RAS. Its peculiarities
and elements are thoroughly analyzed. Development and improvement of integration
processes of the government, science and manufacturing as an effective
form for solving social, economic, ecological and power problems of the
region are of special attention.
Shimov V.N. Belarus’ Economy on the Eve of the Century: Tendencies
of Development.
Results of economic development of Belarus for the
past 5 years are considered. Main objectives and priorities for the period
2001-2005 are determined. An account is given of the “real sector” development
as well as the current monetary, budgetary and price-making policies, international
economic activity and integration processes of Belarus and Russia.
Figurnova N. Stalin's Model of Development and Society Hopes
for the Renaissance of Russia.
The article "Stalin's Model of Development and Society
Hopes for the Renaissance of Russia" provides theoretical analysis of the
development of à civilized society based on state property and contraction
îf the market. The analysis is carried out in accordance with today' s
interpretation of Stalin's works, in which the suggested way of development
is considered the best for the country' s prosperity. The question is raised
as to whether it might be possible to solve the problems of the current
Russian economy by reviving the Stalin's model of development or some of
its elements.
Dmitriev A. L. The XX Century and Economics.
The article informs on the meeting of the Section
of Social-Economic Problems and Statistics of the Houses of Scientists
named after Gorky RAS held in December 2000. The scientists from St-Petersburg
Economical-Mathematical Institute and those of St-Petersburg State University
gave presentations on outstanding achievements of economics in the XX century:
the theory of economic balance, macroeconomics, game theory, creation and
use of optimization patens in economy. The article gives the data on the
poll conducted among the scientists of St-Petersburg and Moscow on the
most significant discoveries of the XX century. A majority of those polled
named Keincien theory, neoinstitutionalism and “input-output” method of
