The article discusses the formation of state market and principal mechanism
of its regulation, namely, federal contract system (FCS).
The first part examines the principal problems of state market, public
sector formation and necessary quantity of state expenditure.
The second part concerns the experience of FCS in American economy
over the period of more than ninety years.
The third part considers the formation of ECS elements in Russian economy.
In conclusion, the reasons of slow and difficult introduction of the
system in Russian conditions are analyzed recommendations for its future
development are given.
